It is actually a CD of the repair manual. Someone has either purchased an electronic copy of the manual or else carefully scanned it from a hard copy of the manual. Once it's on CD it's easy to copy. When you order it they will ship it to you by regular mail. CD's go through the mail at a discounted fixed rate like books. As far as the legality goes, I don't know. I really don't want to know, but I would assume that if there were any copyright violations they would start by going after the supplier, and ebay. Their pockets are deeper and the extent of their violation are much greater. I would also expect ebay to have looked into this, and the fact that these manuals have been available like this for years tells me it's all perfectly legal. Ebay has banned lots of other sales items because of questionable legality.
