Can you ride a jet ski without a boating license?
I dont know if it matters or not but this is for riding in Connecticut.
You are suppossed to have one- but cops dont usually check for them. Once i got stopped and asked for a boaters liscense (luckily i had one) but as long as you stay away from canals and places like that i think you're ok. They dont stop you in the middle of open water.

Ski boat
How can I get more speed from my ski boat?
I have a 19 ft Celebrity Ski Boat with a 175 4.3l inboard mercrusier, and i only go about 31 mph on plane, i would like to go faster
ya i have auto trim control, i trim it all the way up and still only 31 mph, i heard that is about the right speed for that size boat but i dont know

I sorta ranked these steps in order of increasing cost, and the order in which I would proceed.
Step 1. verify your speed with GPS, that is awfully slow. I would expect 36 to 40.
Step 2. record your engine RPM at top speed. It should be between 4200 and 4600 RPM.
Step 3. Tune up your engine and check compression of all cylinders. Weigh your boat or look under the flooring for waterlogged hull, stringers or water trapped under floor.(are the trailer tires "squatting" under the load?)
Step 4. Change propellers if necessary to get your engine to that proper 4200-4600 RPM at WOT (wide open throttle)
Step 5. Change to an SS prop- A stainless steel prop usually adds 1 to 3 MPH due to it's better efficiency than alum.
Step 6. Go from your 2BBL (barrel) carburetor and intake to a 4BBL carb and intake. This is about a $1000 if using new parts, but used stuff sometimes can be found. This would increase your engine's HP from 175 to around 200 which would increase top end another 3 or 4 MPH.
Other things to check -
outdrive gear ratio -is it correct for V6... or someone change outdrives maybe at some time?
altitude? are you in the mountains where air is thin? 31 might be it.... so jump right to the 4 BBL
Things to AVOID:
Thru hull exhaust... a lot of racket with little or no measureable performance gains with a v6
Camshaft - your marine cam is a good midrange cam already and is not stressing the valvetrain of the engine.
Additives, snake oils or synthetics - don't bother
