The government should interfere less with the economy during a time of recession. Yes or no?
Please explain! In need of help for a debate for my senior economics class....
Government intervention produces less than optimal, politicized results. Any interference by the government causes resources to be diverted from the private sector at a time when their efficient application in the private sector is most crucial.
You're likely to get examples like the "New Deal" in class. The New Deal prolonged the recession initially caused by poor monetary policy management and government intervention through raising taxes and increasing protectionism under Herbert Hoover. The second round of the New Deal caused a second recession and the 2 became known as the Great Depression. The creation of Fannie Mae in 1934 is partially to blame for our current economic problems.
Take our current financial crisis for an example:
The US government chartered Fannie Mae and Freddie Mac in an ill conceived effort to promote lending through political pressure, rather than rational economic progress.
In 1977 Jimmy Carter signed the Community Reinvestment Act that carried the effect of telling the banks they should be giving loans to low income people. The act was not really enforced through the Reagan and Bush (41) years and most of the Clinton years because of the obvious risk it posed to the financial system. Carter also increased taxes, protectionism, and created a luxury tax on things like large homes and yachts. This just caused people to stop building large homes and yachts in the US, costing many people involved in building them their jobs.
In the late 1990s and up until 2002, Congress and the Clinton & Bush (43) Administrations relaxed regulations on banks, investment houses, and Freddie and Fannie to promote home ownership - a nice idea, except it was politically & sociologically motivated, rather than economic & rational.
The banks and investment houses securitized the mortgages into packages called Mortgage Backed Securities, Collateralized Debt Obligations, and Mortgage Debt Obligations. They sold these securities to other financial institutions as investments that guaranteed a rate of return (sort of like bonds). Record low interest rates injected steroids into the problem by keeping rates unnecessarily low and further encouraging unqualified buyers into the market. After 2002, regulators and the Bush (43) Administration began to push for more regulation of these lending practices, but Democrats in Congress blocked attempts to reform the system because "record home ownership" was seen as a popular political phrase, regardless of how it came about.
The companies involved gave massive incentives to their employees and directors to continue making loans without respect to the long term implications to some borrowers. Goldman Sachs started to call out some of the worst offenders early last year (2007).
After the Enron debacle, the government decided to force companies to value their assets at the current market value at the time of their reporting. The accounting rule is known as "Mark to Market". Much of this mess could have been avoided if the companies were able to use a multi-year average value for their assets.
Eventually some of the bad loans began to go into foreclosure as the monthly payments on adjustable rate mortgages sky rocketed (a fact that was disclosed to the borrower at the time they signed the loan, but neither read by them or explained to them by their lender or attorney). This caused a panic in the Mortgage Backed Securities market because no one had any idea what percentage of their package of loans had the potential to default. No accurate risk premium can be assigned to the packaged security until all of the bad loans go through foreclosure. As a result, banks could no longer sell them to raise capital to make more loans and the system started to freeze up.
Actions taken by the US government; starting with raising the limit on loans that could be bought by Freddie & Fannie last year, the forced sale of Bear Stearns to JP Morgan Chase, and the recent $750 billion bailout caused banks to stop trying to determine values for the mortgage security packages they held to see if the government would give them more than the market value - this just froze the lending market more.
Now, the government has built up a budget deficit of over $2 trillion for next year that should be paid down over the next several years through massive spending cuts; however, with the Obama victory, the government is likely to continue to spend at alarming rates while pursuing revenue reducing tax policies. Inflation is an inevitable outcome that will likely be met with large interest rate increases and unemployment numbers between 8% and 12% nationally.
All brought to you courtesy of federal government intervention, not free market activity. A relatively simple, but effective way to deal with the problem would be to give a tax credit to people purchasing a home for any reason equal to their down payment. In the event the car was not his (which means it was stolen), it will have to be surrendered to the police immediately. You would then have to sue him for the amount lost if you can locate him.
When you had it inspected, he would have had to show a registration card for the inspection to be passed, correct? Assuming he didn't steal the car with that in it, if it was his that means he had the title at some point to get that.
Personally, I would contact the police and see if that VIN has been reported stolen. If it has, you would just have to turn it in anyway, and if not, there's a decent chance its legit.
