I've been reading about people who spend fortunes to restore old sailing yachts. What makes the?
difference between a boat that is worth restoring and one that isn't?
One that came from a reputable builder or company and or one that utilized better quality woods to start with.
Restoring older sailboats is not something you should try without having the knowledge of how and by whom the boat was built, and knowing who good builders were.

In the event the car was not his (which means it was stolen), it will have to be surrendered to the police immediately. You would then have to sue him for the amount lost if you can locate him.
When you had it inspected, he would have had to show a registration card for the inspection to be passed, correct? Assuming he didn't steal the car with that in it, if it was his that means he had the title at some point to get that.
Personally, I would contact the police and see if that VIN has been reported stolen. If it has, you would just have to turn it in anyway, and if not, there's a decent chance its legit.
Since you have a bill of sale ask DMV to run a registration check on it. That will tell you who own the car and if it is stolen. Be sure to include not only the license of the car, but V.I.N. as well. If the car is stolen or a bank has title to the car, the seller committed fraud. You could also ask the police department to do the same. If the car is stolen you will have covered yourself and you can make out a report at the same time. The car will be impounded at that time. If the car title is in the name of the bank, you will have other options, but you will most likely loose the car unless the seller comes up with the cash to pay the bank off.
