why did the government repeal the luxury tax on expensive yachts in 1993?
Please be detailed if possible
Mostly because it failed miserably. The tax was easily avoided by folks who could afford such extravagance by simply buying it from a foreign source, such as in the Bahamas, Mexico, BVI, Caymans, etc. and bringing it into the country as used and therefore tax free. Made for a nice summer cruise from the Bahamas or wherever and the cost of the journey was typically less than the tax would have been.
With folks going outside the country to buy their yachts, many dealers went bankrupt due to lack of business. Maybe it's hard to feel sorry for a yacht dealer, but it also tossed their employees onto the unemployment and welfare lines as well.
This is a textbook example of the Law of Unintended Consequences. (Had Congress included used yachts it may have worked out differently but once they figured out that they had screwed up it was too late to repair the damage already done so it was simply dropped.)

RT How fast do you think you can sail? Not as fast as these guys – Verney Yachts – Ocean F1: Part 1
1) The colour: It depends on hair colour, eye colour. The plainer the shirt the more formal the look. White/blue’s probably quite conservative. Patterns are surely not off, but do make your presentation more informal/casual. I’ve seen captains of industry wearing red-white checkered shirts – on their yachts… 2) The fabric: Please stick with 100% natural fabrics: cotton, linen or a combination. The way cotton is woven can make quite a difference. Fine = formal, coarse = casual 3) The collar: In Europe button-down’s not popular right now – and hasn’t been for 10 years. Buy a Swedish Esquire (or similar) to find out the current local collar trends. Trends for men tend to last a few years so you should be good for a while, but do check now and again. 4) What to match them with: personally, I oppose to wearing an undershirt as the shirt was meant as underwear in the old days. But the truth of the matter is that, especially in casual/informal environments, many many people do wear white crew-neck t-shirts under their shirts *here in Holland*. For Sweden, I wouldn’t know, please check with your peers/look around. An unvisible white V-neck T-shirt seems like a good compromise. 5) Brand emblems on the shirt pocket: The smaller the better. 6) The size: Clothes must fit! Especially with the current, fitted trend you should be able to find slim-fit shirts.
