These are two completely different boats.
You have to ask yourself "How am I going to use this boat?"
Do a full inventory of your wants, needs, and activities and the answer will become clear. If it doesn't come back to the forum and ask the question again with more specific criteria for a boat.

pontoon boats commonly have wheels that hide right in the floats, but this thing is gonna have tricycle landing gear, according to the maker’s website.
Yes it is. Anything that can be powered by an engine can be powered by pedal power. However it would be very inefficient so impractical.
To get a reasonable performance from a prop you need to turn it at a specified rate. You'd need to gear up your pedals but then there is every chance one person wouldn't have the strength to turn it in the water.
You'll note that most pedal boats that do exist are of the paddle steamer type design and are for fun only as they are not efficient either.
