Will a 45 horsepower 2 stroke motor pull a skier? Also will this small motor need a hydrofoil on lower unit?
First old used boat i have ever owned. I Don't know squat about boats. lol.
It is refreshing to answer a question from a smart asker - if you know you don't know much, you actually know a great deal more than those that attempt to pick it up as they go along or refuse to admit they may not know as much as they think.....
You can ski behind 15 hp if you fit the right prop. There is the same amount of power in 45 horsepower measured at any time in the last century or so - only the method of measurement changed, today it will be safe to assume the hp rating is at the prop, in times past the rating was sometimes taken from the flywheel which did not calculate transmission losses. Fitting a finer pitch prop with the largest diameter that will fit in the available space will both increase grip (diameter) and reduce the gearing (finer pitch) so the engine does not bog down and gets on top quickly. If the boat is normally comfortable at say 30 knots, you will find that gearing the engine down to give less speed, say 22-24 knots will still give an enjoyable ski with plenty of grunt out of the hole. Yes the engine will over rev if you are flat out without the load. So will your car if you keep it planted in third gear on the highway - drive accordingly and use the throttle with care just like you would in your car in the same type of situation.
On some hulls the foil will be of great benefit, on others it will be less so. The only way to find out is basically to try one. There are several types, and they are of varying quality and effectiveness - there is no simple answer unless an identical boat to use is available for reference. Most people who fit them are happy with what they do - few remove them. They will push the boat's stern up keeping the hull pretty level while getting on the plane, they also hold the hull up and keep it on the plane in rough conditions at a lower speed than usual. Many cause drag, at least one does not. I used an American one called (from a rusty part of my memory) a super 600 or something. It is a single piece FRP molding, and the 300 size should suit you. I found it brilliant on a deep V hull.
You will find that a workshop manual for your engine will be the best money you spend on you boat as it will answer questions on running and service you haven't even thought of yet (but you will!), and building a good relationship with your local boat dealer is critical so you get to try out several props to establish the best one(s) for your purpose and loads.
Note that the locking tab washers on most prop nuts are not re-usable. We mostly do tend to use them more than once and with care that is fine providing you avoid bending the tabs repeatedly - but the manufacturer considers them to be single use items and you do this at your own risk.

Around £2000 ($3000) you can get a 16 foot fibreglass motor boat with comfortable seating and a 40-50HP engine in good condition if you shop around.
There are boat auctions every week in UK and adverts in shop windows, newspapers and boating magazines.
The annual Boat Show is one of the best attended national annual exhibitions in UK and there are dozens of regional shows every year.
The Cowes Regatta on the Isle of Wight is a world class event attended by thousands.
Some parts of Britain are boat mad….nice one.
We have boat races for young children in Mirror class sailing dingies and a scheme through the national organisation for getting sailing qualifications…A-Helm, B-Helm, C-Helm and then to offshore qualifications and specialist courses in navigation and radio, meteorology, etc.
The Scouts have a Sea Scouts branch which is very popular.
Surfing championships are held at Newquay every year and there are water ski and sailing clubs on many of our lakes and reservoirs, with boats for hire.
Boating has always been a part of Britain. Where this was drawn is Henley-on-Thames, where a regatta still takes place on the same stretch of water every year but with even more people attending and participating.

The straw hat is standard wear for Henley, and for punting on the river Cam at Cambridge, and is called a Luton Boater after the town of Luton where I come from.
