Yes it is. Anything that can be powered by an engine can be powered by pedal power. However it would be very inefficient so impractical.
To get a reasonable performance from a prop you need to turn it at a specified rate. You'd need to gear up your pedals but then there is every chance one person wouldn't have the strength to turn it in the water.
You'll note that most pedal boats that do exist are of the paddle steamer type design and are for fun only as they are not efficient either.

Your boat would move alot faster with some wings on it to get it out of the water. some on the front to keep it from dipping, then some on the back to get it planing a little bit. I know pontoon boats don't plane much. but your dragging a lot of water.
