custom powerboats
What can I do with a power-boat in the UK?
I'm planning on buying a small simple and forgiving 20-23ft power boat alike this one:

So where exactly would I be able to use the boat? If I bought the "gold license" to all UK waterways would I be able to use some canals (wide) and rivers? I can't leave British waters by my guess? Meaning I can't just take a river out into the English Channel and then whizz down to a french canal or river can I?
Please explain in depth, I'd really appreciate it.
You are free to use this boat anywhere on UK tidal waters, usually without any formalities. Some harbours are tightly-controlled such as Port of London, and many West Country harbours - check on the individual place what the deal is. It would be very wise to get the RYA Powerboat training, just so you know how to be safe - can't really enjoy yourself if you are not safe. The "gold licence" applies to inland non-tidal waterways owned by the Environmenl Agency, and the Canal and River Trust http://www.environment-agency.gov.uk/homeandleisure/recreation/130300.aspx - there are some minor waterways not covered. This gold licence may or may not cover the Norfolk Broads, which is where the boat is now. The boat will be covered for the Broads right now, but when that licence expires, you have have to renew it or leave.
Note that the mooring does not come with the boat. Once you have bought the boat, you will have to find another mooring somewhere else to keep it (probably near your home?)
The boat is capable of crossing to France, but only in settled weather. However, you must have the proper paperwork (the boat must be UK registered, and have proof of VAT-paid status, or the French Customs will impose substantial on-the-spot fees).
To use any inland waterways in Europe, you have to have an International Certificate of Competence (ICC) and the CEVNI licence, which you can study for and take an exam on through the RYA.http://www.rya.org.uk/infoadvice/boatingabroad/icc/Pages/cevnitest.aspx
