West Marine or Boatersworld sell brands of marine paint suitable for alum. They will also provide instructions.

Small crafts that were designed for one person; the scamp, prague, but not dinghy. 3.5 feet wide, to 4.0. Aluminum, or pontoon. suppliers, or individual help welcome.

On the one hand, the advertisers are responsible. It's easy to sell loud go-fast excitement, or gross luxury, not only because they are superficially appealing, but because an image can be sold along with the product. A person buys an 'exciting' boat not only to have it, but to be exciting himself, because the marketing deliberately creates that association.
From the consumer's side, besides falling prey to marketing strategies, car culture reigns supreme. It's unfortunate, but not really surprising, that the most popular boats would be loud, fast, and drivable like cars, instead of slow, quiet, and requiring some specialized skills to use.
Just my $0.02.
