what kinda boat?
Build a flat bottom frame with the popsicle sticks and toothpicks. Wrap the hull in aluminum foil and seal the edges with glue and candle wax.
You need to displace more than 300 cc of water plus the weight of the boat just to stay afloat. That assumes that the load is perfectly balanced in the boat.
