It seems that “slow steaming” is a result of “slow orders”. When you have an excess supply of ships relative to the amount of goods needing movement, then you avoid an appearance of excess supply by reducing the number of passages by each ship. Since energy is still relatively expensive, the ship owners might make out by doing this, even if the additional labor and other expenses (more time at risk means higher ocean marine insurance premiums one would expect) make the particular voyage unprofitable, the mere act of cutting supply might keep shipping rates high enough to support the industry.
